CABPIL builds human-centered solutions for complex public challenges—from mental health to governance, climate action to digital equity. We are India-rooted and globally networked.
The Centre for Advanced Behavioral Policy, Innovation and Leadership (CABPIL) is a pioneering interdisciplinary hub dedicated to transforming public systems through behavioral science. Anchored at Kumaraguru Institutions, India, we convene behavioral scientists, policy thinkers, data specialists, designers, and grassroots innovators to co-create solutions at the intersection of people, policy, and public innovation.
At CABPIL, we challenge the status quo of policymaking by focusing not just on systems, but on how humans actually think, decide, and act. From digital mistrust and gender inequity to climate apathy and health behavior gaps, we address complex challenges by translating behavioral insights into grounded and high-impact interventions.
As both a national center of excellence and a globally networked knowledge engine, CABPIL works to bridge research and reality. We deliver change through behavioral diagnostics, ethical experimentation, scalable tools, and next-generation leadership development.
This is where theory meets transformation. This is CABPIL.
At CABPIL, we envision a future where public systems are not only technically sound but behaviorally intelligent, inclusive, and deeply human-centered. Our work is guided by seven strategic priorities:
At CABPIL, science is not siloed—It is public-facing, equity-driven, and embedded into the fabric of institutional reform and citizen wellbeing.
At CABPIL, our mission is anchored in three interlinked pillars that guide everything we do from research to real-world change:
Public innovation isn’t linear—it requires insight, imagination, and iteration. At CABPIL, we follow a five-stage process that transforms behavioral evidence into real-world impact.
CABPIL’s innovation cycle follows a unique five-stage framework:
FRIIS – Frame. Reimagine. Iterate. Implement. Scale.
At CABPIL, we believe that systems transform when human behavior is understood, respected, and intentionally designed for. Our work bridges academic insight and frontline action—delivering ethical, scalable interventions tailored to both local realities and global complexity.
We operate across three interconnected domains, each driven by a methodology that combines behavioral science, experimental design, co-creation, and systems thinking:
CABPIL functions as a behavioral R&D engine, decoding how people experience public systems and designing interventions that drive meaningful change.
We explore the behavioral drivers behind mistrust, inaction, and systemic gaps across health, climate, and digital domains, and build context-specific diagnostics, tools, and field-tested solutions through sandboxes and A/B testing. Our work aligns with global leaders like the World Bank’s eMBeD and Horizon Europe, adapted for India and the Global South.
We help governments and civic institutions embed behavioral insight into everyday governance, making systems more intuitive, responsive, and inclusive.
We support governments and institutions through behavioral audits, nudge-based campaigns, capacity building, and embedded policy advisory aligned with national missions. Drawing on global and Indian frameworks like EAST, OECD toolkits, and NITI Aayog models, CABPIL is also building a Nudge Repository for wider policy impact across the Global South.
True transformation needs ethical leaders who think systemically and act with foresight. CABPIL is cultivating the next generation of behavioral changemakers.
We nurture future-ready leaders through fellowships, behavioral design labs, policy sprints, and AI ethics bootcamps, equipping them to tackle real-world challenges. Our upcoming behavioral curriculum and public learning portal draw inspiration from global models like UNICEF’s Innovation Labs, OECD’s Youthwise, and UNDP initiatives.
Co-Creating Behavioral Solutions for Public Impact
At CABPIL, collaboration isn’t a peripheral activity—it’s at the heart of our operating model. We believe transformative public change emerges when stakeholders across government, philanthropy, academia, and design ecosystems come together with shared intent and evidence-based methods.
Whether you’re a ministry, foundation, CSR arm, university, or civic-tech lab, we invite you to join us in shaping behaviorally intelligent systems for a more equitable future.
Interested in launching a pilot, commissioning a toolkit, or exploring a behavioral challenge in your sector?
We’d love to hear from you.
